On a woman, legs and the lower half of the body deserve our more consummate attention. Even if she has cankles like Hillary Clinton, there's no need to lose our female power by wearing the cover up of pants only.
The most highly flattering 'uniform' a woman could wear would be:
a black dress, black stockings and a colorful jacket. The jacket she could change daily (have as many as you want) bringing attention upwards to her face and mind. Her presence.
She would have one simple, quality black dress, hemmed at the knee - always the best length on a woman. Too thin or thick thighs don't become a problem.
Stockings are the secret, not just any black stockings but 10 denier (denier=thickness). 10 denier shadows the ankles and enhances the curves of the legs. My choice is Wolford but see what you can find.
Elizabeth Warren is a good example of this classic dressing style.
Betty White is an outstanding example in her eighties of how to look great.
Her theme with jackets - the brighter, the better.
